OFFICE CLERK REPORTS TO:
Borough Manager ATTENDANCE REQUIREMENTS The Borough has determined that predictable, regular and punctual attendance is an essential function of this position.
The reasons for this determination are as follows:
As a municipal office, regular business hours are maintained for the convenience of the public, requiring a physical presence on site to handle appointments, walk-ins, staff meetings, telephone calls, complaints, emergencies, other informational and document requests.
Performance of this position requires certain knowledge and expertise, and as such it is not efficiently filled by substitute personnel.
The employee must function with other department or staff members as a team, not only due to individual expertise, but with respect to accountability in the handling of public funds or fulfilling other legal obligations associated with the department.
Various activities are subject to strict time limitations imposed by law, regulation, or ordinance.
Performance of this position requires access to files and data (both paper and electronic), photographs, maps, plans, ordinances, resolutions, and other written and electronic materials physically maintained at the Borough or accessed through the Borough computer system.
This position requires the physical maintenance, keeping and organization of paper and electronic files developed from paper information.
Many of the electronic files maintained by the Borough include sensitive, resident, and other information which, for security reasons, must be maintained at the Borough as part of its internal computer system.
Additional, specific duties requiring predictable, regular and punctual attendance are:
The need to perform routine and daily administrative functions in support of the Administration Department, including responding to telephone calls, opening mail, filing, preparation of letters, responding to emails and faxes, checking email and fax transmissions, scheduling, preparing informational packets for public meetings, making photocopies in response to document requests, posting of notices and access to physical and electronic files maintained by the Borough.
Performance of office tasks frequently requires the on-site, direct supervision by the Borough and Borough Secretary; and Performance of this position requires the use of on-site Borough equipment such as telephones, computers, fax machines and photocopiers.
GENERAL SUMMARY Under supervision of the Borough Manager, provides administrative support for the Borough Manager, Borough Secretary and Borough officials.
ESSENTIAL DUTIES AND RESPONSIBILITIES Assist the Borough Manager and Secretary as requested with the following duties:
Acts as public ambassador/liaison to Borough Manager and other Borough officials; provides information, assistance, and referrals to citizens.
Assembles packets for Borough meetings, notifies affected parties of meetings and time schedules.
Answers and screen telephone calls for Borough Manager/Secretary.
Post meeting notices.
Opens, reads, copies and routes mail.
Composes and prepares routine correspondence, interoffice memoranda, and forms.
Coordinates approval and processing of public events, licenses and permits.
Manages and maintains records & permanent files.
Proofreads and edits drafts of letters, memos, reports, etc.
Provides assistance to and/or coverage on behalf of all other office personnel as needed and troubleshoots copy, postage and fax machine problems.
OTHER DUTIES AND RESPONSIBILITIES Performs other related duties as requested.
DESIRED MINIMUM QUALIFICATIONS Education and Experience High School or GED and four years of relevant experience preferred.
Knowledge, Skills and Abilities Knowledge of modern office practices, procedures, and equipment.
Working knowledge of English grammar, vocabulary, punctuation and spelling and the ability to compose memoranda and letters; to prepare reports and maintain records and files; receive, screen, or admit and give information to callers and to screen correspondence and answer routine inquiries is required.
Ability to understand and follow oral and written instructions independently, to establish and maintain effective working relationships and to understand and adhere to laws, policies, procedures, and guidelines in the performance of job duties is required.
Good computer skills are required.
Good communication and interpersonal skills along with the ability to deal with confidential information is essential.
Ability to maintain effective working relationships with other departments, employees and the public.
Strong attention to detail and ability to work under deadlines required.
